The understanding of the present position and further possible development of public
libraries in a fast informationalised and globalised society is required from librarians to get rid of the
strictly professional view on their expert work. It's necessary for them to understand their own activities
and the activities of libraries under wider circumstances. Therefore it is necessary to integrate library
science and its education to information science as a research study subject which was developed on a world
wide scale in the second half of the 20 century. At the same time a conception of information science should
be understood as a subject which aims is to understand the essence and the sense of information in the human
society.

Indexing library documents by the means of a thesaurus is examined from the viewpoint
of the hermeneutic principles of text interpretation. In the process of everyday indexing, exactly those
aspects of the text are systematically neglected that play a central role within hermeneutic analysis, viz.,
uniqueness of a human being, and historical and cultural determinants of human mind. A borderline between the
(necessary) information condensation and the (unnecessary) information barrier cannot be drawn unambiguously
since it is, to a certain extent, dependent on the cultural and historical perspective of the perceiving
mind.

This paper will focus on latest developments in European copyright law and more
specifically on how it will affect library activities in the electronic environment. It starts with a short
explanation of the concept of copyright. Then a brief overview is given on international and European
copyright law and its significance for library services. I will then show how new technologies have
influenced recent copyright legislation and what effects this could have for libraries and information
services.
